Can/Does Freesco automatically fail over to a dial connection when a permanent high speed connection goes away and/or automatically revert back to the high speed connection when it returns?

No, not automatically, but if FREESCO 0.3.x is configured to use a high speed (ADSL/Cable) connection by default AND is configured with a modem, then the "mode" command can be used to switch from "ethernet" to "dialup" mode.

There's also a link in the web control panel that can be used to switch to the dialup mode and back to ethernet mode if the high speed link is back up.

This thread on the offical forum describes this procedure.

I think it's possible to write a connection fall-back script that does this "automagically", namely verify that the link is dead and then switch to dialup mode and back to ethernet mode when the high speed link is back up.

This thread describes a solution with two different connections and an automated fall-back procedure. I think this can be used as a basis for what you want.

The this thread. The pingar package by Gnork seems to be a dead link, but when you contact him directly he may still have it somewhere.
